Allan M. Blanchard, P.G.

President

Allan is the President of Ambipar Response EMS. He directs a team of professionals working on environmental projects throughout the eastern US and Caribbean.  Allan has over 30 years of experience in the assessment and remediation of sites contaminated by hazardous materials and petroleum products.  His experience includes projects ranging in size and complexity from small gasoline stations to large refinery complexes and manufacturing facilities.  Projects have included pre-purchase assessments for commercial and industrial properties, litigation support and expert witness, environmental site assessments, design of remediation systems, risk assessments, remedial investigation and design, remedial construction, environmental permitting, operation and maintenance of remedial systems, RCRA part B permitting, and RCRA Facility Investigations.

Allan also leads the development of software technology to automatically capture and analyze data, make data-driven decisions and deliver real-time results. His goal is to utilize technology to automate routine repetitive tasks to free up humans to do what humans do best.

Allan holds a B.A. in Geology from the State University of New York at Plattsburgh and an M.S. in Geology from Lehigh University. He is a registered Professional Geologist in Pennsylvania, Florida, and New York.

Allan authors articles on a wide variety of topics ranging from environmental permitting, assessment and remediation to the use of AI to improve efficiency. Allan is also an FAA licensed pilot with instrument rating and a member of the National Ski Patrol.

Jim Dodson

James Dodson, P.G.

Southeast Regional Manager

Jim serves as the regional manager for the Southeast region which includes the states of North Carolina, South Carolina, Georgia, and Virginia. Jim has over 28 years of experience in the environmental field focusing on the investigation, assessment, and remediation of sites affected by hazardous materials/wastes and petroleum products. He has performed multiple site assessments ranging in size from small gasoline stations, government installations, and commercial shipyards. Jim provides technical review of Environmental Site Assessments, Comprehensive Site Assessments, Corrective Action Plans, and Underground Storage Tank Closure reports. He also provides oversight of groundwater remediation system installations. Jim has performed groundwater fate and transport models to predict future contaminant concentrations and exposure risk potential at down-gradient receptors. He has extensive knowledge of Federal, state, and local compliance regulations and acts as the principal liaison for clients involved in regulatory issues with Federal and state agencies.

Jim holds a B.S. in Geology from Old Dominion University and is a Licensed Professional Geologist in North Carolina, Georgia, Indiana, and Virginia. He is also a Licensed Asbestos Building Inspector in North Carolina.

Customers seek Jim for his expertise with North Carolina Trust Fund, his expertise in green remediation, and his ability to quickly resolve a wide variety of environmental issues.

Phil Jones

Philip K. Jones

Vice President of Green Business Solutions

Phil directs our Green Business Solutions division which was formed to help clients reduce their energy and environmental impact through energy efficiency improvements and renewable energy production. Phil has over 30 years of experience analyzing industrial and manufacturing processes to improve their efficiency as well as to reduce their energy and resource use. He has conducted hundreds of audits and energy models for industrial, commercial and hospitality clients. He has also carried out feasibility studies for wind and solar projects. In addition to energy analysis, he has coordinated manufacturing system integration projects involving machines, transport, control hardware and software and data integration.

Phil holds a B.S. in Mechanical Engineering from Cornell University and an M.S. in Mechanical Engineering from Cleveland State University. Phil has completed a graduate certificate program in Renewable Energy at the School of Business at St. Francis University and is also a LEED®AP and BPI Certified Building Analyst.

Phil is renowned for his expertise in energy efficiency and his ability to reduce costs.  He is a particularly sought-after expert resource for his guidance in snowmaking system design, strategic development, automation upgrades and procuring investment incentives for our Ski Resort clients.

Under Phil’s leadership, we are currently saving our customers 18,300,000 kWh per year, which equates to over $1.85 million in energy savings per year. To date, our clients have saved over 144 million kWh, which equates to over $15.8 million in accumulated energy savings! Phil has also garnered over $2.3 million in rebates, grants and other incentives for our clients to help pay for their energy saving investments.

Robert S. Nigolian

Northeast Regional Manager

Rob serves as the regional manager for the northeast region including the states of New York, New Jersey and Massachusetts. He has 30 years of expertise in the assessment and remediation of chemical and petroleum contaminated sites. His experience encompasses a wide range of sites from gasoline stations, industrial/manufacturing facilities and bulk petroleum storage terminals. Rob is experienced in the investigation of a variety of contaminants in many different overburden and bedrock hydrogeologic settings. In addition to investigations, Rob has conducted numerous Phase I and Phase II environmental site assessments, underground storage tank closure assessments, facility permitting, and facility environmental compliance audits. He has also prepared SPCC plans, secondary containment assessments, and spill prevention reports.

Rob holds a B.S. in Geology from St. Lawrence University

Jeff S. Vandever

Regional Operations Manager

Claude (Jeff) S. Vandever, P.G. is the Regional Operations Manager for EMS/Ambipar Mid-Atlantic Region. Mr. Vandever has a wide-array of expertise including conducting environmental site assessments, environmental planning (including preparation of EA/EIS/CE), site investigations and remediation, wetlands surveys/delineations, natural resource assessments (e.g., ecological receptor monitoring/, coastal landscape determinations, and anthropogenic affects), best management practices, risk evaluations, hydrogeological & bedrock analysis (RQD/Fracture Tracing/Karst, aquifer and flow zone determinations/hydraulics), stormwater permitting and pollution mitigation, and spatial analysis and remote sensing of coastal environments. He also has proficiency in sustainable construction/demolition, disposal fill material management, site restoration and soil vapor/IAQ. Prior involvement and practice activities have included ISRA/TRSR/ARRC in NJ, Chap 245/250/Act 2/USTIF/ICF in PA, DERBCAP in Delaware and VRP in VA, NEPA – EA/EIS preparation/review, EPA/CERCLA and RCRA sites, and DoD/IRP/AFCEE/USACE/WERC/ECOS in multiple states.

Mr. Vandever holds a Master of Science degree in Engineering Geology from Old Dominion University and a Bachelors in Coastal Geology and Environmental Health and Safety. He is a Licensed Professional Geologist in Delaware, Pennsylvania and Virginia.

Stakeholders and potential customers have reached out to Jeff for his familiarity with federal and state environmental regulatory knowledge, and have looked to him for his technical capabilities and client support throughout the life of a project. Mr. Vandever has decades of field knowledge and management skills to make best use of personnel, resources and equipment efficiently and financially.
